From December 3 to 6, 2025, Dr. Motoko Kotani, Science and Technology Co-Advisor to the Minister for Foreign Affairs, visited the United Mexican States. She attended the STS forum – Third Meeting of Latin America and the Caribbean High-Level Conference 2025 held in Cuernavaca and exchanged views in Mexico City with academic representatives and the officials from the Ministry of Science, Humanity, Technology and Innovation of Mexico. The details are as follows:

1. STS forum – Third Meeting of Latin America and the Caribbean High – Level Conference

On December 4, Dr. Kotani moderated the opening plenary session of the STS forum – Third Meeting of Latin America and the Caribbean High-Level Conference 2025. Participants in the session included Mr. Rohan Patel, Board Member, International Council on Clean Transportation – ICCT, Mr. David Kershenobich, Minister of Health of Mexico, Mr. Heriberto Saldivar, Head of the Strategy Department, the European Space Agency (ESA); Mr. Neri Tollardo, Founding Director Emeritus, The Library of Alexandria. Presentations were given on Electromobility and Urban Centers, Medicine and Genomics, Space and Aeronautics, Startups and Unicorns, and Water.

On December 5, Dr. Kotani held discussions with Mexican academic representatives, including Dr. Martha Vázquez González, Secretary of Research and Graduate Studies, the National Polytechnic Institute (IPN), and Ms. Constanza Rivera Pereira, Coordinator of Public Policy for the Disaster prevention, the National Center for Prevention of Disasters (CENAPRED). The discussions focused on deepening relations between Japan and Mexico in the field of science and technology through initiatives such as the Japan-Mexico Rectors’ Conference and SATREPS.

On December 5, Dr. Kotani visited the Ministry of Science, Humanity, Technology and Innovation of Mexico and held discussions with Dr. Juan Luis Diaz de Leon Santiago, Undersecretary of Technological Development, Linking, and Innovation, regarding areas that the Mexican government prioritized for scientific and technological development, as well as deepening relations between Japan and Mexico in the field of science and technology.

Dr. Kotani held discussions with representatives of the Japanese Chamber of Commerce and Industry of Mexico and the Japan-Mexico Association on December 4 and 5.
